Social Housing EPC C by 2030: What Providers Must Do
Government has confirmed a minimum energy standard for social rented homes in England. Here is what it says, and the order to tackle it in.

The short version
- 1 April 2030: every social rented home in England should be at band C, or an equivalent standard, on one metric: fabric performance, smart readiness or heating system.
- 1 April 2039: a second metric must also be met.
- £10,000 cap per property on required spend, with a ten-year deferral if a home still falls short.
- Valid band C certificates count as compliant until they expire.
- Not law yet. Government set out how the standard will work on 28 January 2026. Regulations and further guidance are still to come.
Why the choice of metric matters
The earlier proposal was fabric first. The confirmed approach lets a provider show compliance against whichever of the three metrics suits each home. A solid-walled flat may find smart readiness or heating the cheapest route, where a draughty cavity-wall house responds best to fabric. Portfolio planning therefore becomes a home-by-home choice rather than one programme applied to everything.
Where programmes go wrong
- Old or default-heavy certificates. A baseline built on certificates lodged under earlier RdSAP versions, or on default loft depths and boiler data, overstates how much work is needed. Surveying evidence can move a home by several points.
- One programme for all stock. Treating every home with the same measure list ignores that the cheapest route differs by archetype.
- Resident fatigue. Separate visits for EPC, stock condition, damp and retrofit assessment cost access and goodwill. A combined visit captures the energy and condition data together.
- Waiting for the final metrics. Metric definitions will be settled in guidance, but the stock work does not wait on them. Surveys, archetype grouping and budget modelling can start now and be confirmed in accredited software once the rules are final.
A practical sequence
- Screen the stock from the EPC register: how many homes are already band C, close to it, or far from it.
- Survey the uncertain ones. Prioritise homes where the certificate is old, the rating is within a few points of C, or data is mostly defaults.
- Choose the metric and route per archetype and cost them against the £10,000 cap.
- Phase the programme by cost, disruption and funding availability, and align it with your Decent Homes and Awaab's Law work.
- Confirm and lodge. Each chosen package is confirmed in accredited software before works start, and a new EPC lodged after completion.
That is the EPC C Pathway. It sits alongside our stock condition surveys and EPC programme delivery, so one resident visit can serve all three.
