Every Home to EPC Band C. Costed, Modelled and Verified on Site.
Screening, modelling and surveying to get rented and social homes to band C ahead of the 2030 deadlines, for landlords, housing associations, councils, main contractors and retrofit teams.
Three Dates, One Method
The government has confirmed that privately rented homes in England and Wales will need EPC band C by 1 October 2030, with spending capped at £10,000 per property. Social homes in England will need band C on one measure (fabric, smart readiness or heating) by 1 April 2030, and a second by 1 April 2039. The regulations are not yet in force, and government is planning for them in 2027, subject to Parliament.
Most of the work is not deciding whether a home needs improving. It is finding the cheapest route that actually lifts the rating, then proving it. The EPC C Pathway does both. We start from the evidence already lodged on the government EPC register, model every combination of standard improvement measures using RdSAP 10 conventions, and send a DEA to confirm the homes that matter before a pound is spent on works.
Band C on one measure, with a £10,000 cap per property and a 10-year deferral if a home still falls short. Second measure by 1 April 2039.
Landlords not already at band C on a certificate lodged before this date need a new EPC before starting works, then a post-works EPC.
Band C for every tenancy. £10,000 cap (10% of value for homes under £100,000), exemptions for homes that cannot reach it, and fines of up to £30,000 per property.
Screen the Stock
Each home's lodged EPC is read from the government register and sorted into already at band C, quick wins, larger works and hard to treat.
Model and Cost
Every combination of standard measures is tested for the cheapest and least disruptive route to band C, with costs scaled to the home, bill and carbon savings and payback.
Survey on Site
Our DEAs survey priority homes to RdSAP 10, collecting the evidence that lets the rating reflect the real fabric, heating and controls.
Confirm and Lodge
The chosen package is confirmed in accredited RdSAP software before works start, and a new EPC is lodged after completion.
Evidence You Can Budget, Procure and Defend
A Ranked Portfolio
Every home sorted into already at band C, easy, needs work or hard to treat, so effort goes where it moves the most homes.
A Budget and Phasing
The cost to reach band C across the whole list, and a programme phased by cost and disruption.
A One-Page Report per Home
The cheapest and least disruptive routes, the rating each reaches, bill and carbon savings and payback.
Flags, Not Guesses
Where a home cannot be matched to the register with certainty, or is not an RdSAP certificate, it is listed for a decision. Nothing is assumed.
Site-Verified Evidence
DEA surveys with photographic evidence, so the rating reflects the real home, not the defaults on an old certificate.
A New EPC After Works
Lodged through one of our four accreditation bodies once the measures are complete, ready for your compliance record.
Built for a Single Rental and a Whole Housing Stock
Landlords With One or a Few Homes
Check where a rented home stands today, whether band C looks achievable within the £10,000 cap, and request a costed Band C plan. A DEA surveys the home, confirms the options in accredited software and lodges the new EPC after works. The EPC and EICR can be done in one visit.
Portfolio Landlords and Lettings Agents
Send your property list and receive the whole portfolio sorted into done, quick win and heavy lift, with a budget and a phased programme. One report replaces dozens of separate certificates, and works can be scheduled around tenancy breaks.
Housing Associations
A budget to reach band C across your stock, a programme phased by cost and disruption, and a one-page options report for every home. Combined with our EPC and stock condition visits, residents are disturbed once.
Main Contractors
Scoping evidence for decarbonisation and planned works programmes: which measures each home needs, the quantities involved and the expected rating, delivered as field capacity under your contract and alongside your Retrofit Coordinator.
Retrofit Designers, Coordinators and Consultancies
A ranked list of homes and the measures each one needs, then DEA and Level 3 Retrofit Assessment surveys in your template, reported through your lead. We supply evidence; the PAS 2035 roles stay with you.
Desktop Models Start the Plan. Site Evidence Finishes It.
Lodged EPCs often rely on default assumptions where evidence was not available on the day: glazing dates, loft insulation depth, boiler model, cavity fill. Those defaults are deliberately cautious, so some homes are closer to band C than their certificate suggests. Our surveyors collect the evidence that RdSAP accepts, so the plan is built on the home as it really is.

Twenty pages on the part of a survey programme that actually decides whether it lands: resident contact, booking, and what happens on the day nobody answers. Includes our live exception log, mobilisation timetable, SLA commitments, and a full page on what we do not do.
